With a mix of strategic and operational responsibilities, the Human Resources Director (HRD) focuses on leading, developing, reviewing, and implementing HR strategies to meet MSF Korea’s organizational objectives and actively contribute to the healthy development of MSF Korea by promoting an inclusive, diversified, respectful, and professional working environment.
The HRD is accountable for both Office Human Resources and Field Human Resources (Field aid workers as known as International mobile staff). The HRD designs the HR plan of action and the associated budgets and is responsible for its execution and performance. The HRD is a key facilitator and interlocutor on employee relations matters and complex case management. The HRD provides guidance and coaching to people managers and Management Team (MT) members on HR policies and practice and their interpretation/implementation abiding by the legal compliance and MSF Korea office’s working culture.
The HRD is a member of the MT and represents MSF Korea on MSF international platforms and is in regular contact with their counterparts for movement-wide HR issues, and OD counterparts on complex FHR case management as required.
[MAIN DUTIES AND RESPONSIBILITIES]
1. Strategic Planning and Budgeting
The HRD develops, advises upon, and formulates, in collaboration with the General Director, all Human Resources strategies for MSF Korea (Field and HQ) including qualitative and quantitative objectives set.
The HRD assumes the annual process of:
setting and reviewing multi-year and yearly HR projects and objectives,
defining strategies and translating these strategies into the Strategic Plan and annual action plans,
planning and supervising the implementation of the action plans, taking corrective, actions if needed, monitoring the achievement of all Human Resources objectives,
evaluating, and reporting on the action plan performances.
In collaboration with the General Director and Head of Finance and Compliance, the HRD elaborates on and monitors FTE counts, costs, and associated planning for MSF Korea.
2. Office Human Resources
Directs and oversees design and implementation of planning for Human Resources based on needs of departments and MSF Korea’s global plan of action; this includes but is not limited to:
organizational development,
recruitment and onboarding,
training and development of employees,
employee compensation and benefits,
workforce planning,
performance evaluation,
Staff development including Succession Planning and Individual Development Plans, oversees salary and compensation program and payroll process, and
handling grievance and employee relations issues.
Reviews and approves HR reporting and indicators,
Monitors and reviews MSF Korea’s salary grid and job grading; designs and proposes changes where appropriate/necessary,
Responsible for monitoring changes in employment and contract legislation and regulations, and
ensuring MSF Korea policies and procedures are always compliant,
Liaises with labor attorney on MSFK’s employment matters and complex case management as required,
Monitors up-to-date best practices both in the MSF movement and in the global HR market, and adjusts MSF Korea practices accordingly,
Develops MSF-Korea’s HR policies, and procedures and ensures their effective implementation,
Leads the design and implementation of a Learning and Development Strategy for MSF Korea,
Supervises compliance of the MSF Korea policies and procedures to the Korean labor legislation as per MSF HR guidelines, policies, and international MSF decisions affecting the organization,
Promotes and nurtures the Office Working Culture that maximizes staff engagement and provides counseling and support to other departments.
3. Field Human Resources
Directs and oversees the design and implementation of planning for FHR based on operational and institutional needs and the MSF Korea global plan of action; this includes but is not limited to the recruitment marketing, recruitment, placement, development, administrative management, and support of Field aid workers (International Mobile Staff: IMS),
Supports and participates in networking with key professional associations and health institutions in order to identify new opportunities for recruitment for both Field aid workers (International Mobile Staff: IMS).
4. Organisational Development and Employee Relations
Provides guidance and coaching to managers and MT members on people policies and their interpretation/implementation,
Coaches and supports managerial positions in defining and implementing HR strategies and people policies,
Acts as the Subject Matter Expert (SME) and key facilitator and interlocutor on employee relations matters/complex case management,
Advises the MT on organizational setup and opportunities for development,
Supports, coaches, and fosters a culture of feedback, recognition, and continuous learning, leading the team towards a high-performance collaborative culture,
Fosters an office environment and staff relations that are conducive to work satisfaction and achieving objectives.
5. Relationship with other MSF Entities
Represents MSF Korea on MSF international platforms and contributes to HR-related discussions,
Represents MSF Korea in HR-related working groups as required/opportunity permits,
Develops and maintains working relationships with MSF-HR counterparts for movement-wide HR issues and sharing of best practices, and OC counterparts to support the resolution of complex FHR case management as required.
6. Office Administration
Oversees the smooth running of MSF Korea’s administrative support services including reception, office travel, purchasing and inventory, meeting support, volunteer management, and maximizing utilization of services and equipment,
Ensures adequate insurance coverage is in place for all general office needs, including office, general liability, travel, staff indemnity, international office staff housing, and ad hoc events.
7. Leadership and Team Management
Leads and manages MSFK’s HR department,
Appoints, manages, supports, and evaluates the HR department,
Delegates authority, consults with and guides staff to achieve goals. Provides ongoing feedback in a context of mutual respect,
Conducts regular appraisals on his/her team in accordance with the Performance Management System,
Supports the capacity building of his/her team and facilitates their integration in the international movement and in the third sector in Korea: proposes ad-hoc training, participation in MSF-HR working groups, etc.
Oversees the selection and training of new staff.
8. Other Activities
Actively contributes to the cohesion of the MSF Korea team and the development of synergies between the various departments and activities,
Participates in MT activities and meetings,
Leads and ensures the provision of constructive input to department-related activities (e.g. team meetings, strategic planning, cross-departmental support activities),
Undertakes such other activities as may be required and approved by the General Director.

Digital Fundraising Manager (Replacement)
[PURPOSE OF THE POSITION]
Main aim is to use digital technologies to increase acquisition and engagement with donors through different on-line channels to increase donor’s retention and support donor’s cultivation. Reaching out to individual Koreans through appealing content and campaigns is crucial to diversify acquisition of one-off and regular donors and in order to grow the size of the donor base in compliance with budget allocations. The role of the Digital Fundraising Manager is transversal in order to support other FR pillars.
Be a key contributor in the development of strategies and plans for all aspects of digital fundraising for MSF Korea and content creation
Oversees all activities related to the digital fundraising in order to meet KPIs and grow the size of the donor base in compliance with budget allocations
Closely collaborates with Acquisition Manager in overall acquisition activities
Researches and develops tactics under the supervision of the Head of Digital to meet targets identified and support the MSFK overall Digital Fundraising Plan of Action

[MAIN DUTIES AND RESPONSIBILITIES]
1. Analyses and Planning
Be key contributor in the development of the strategy, proposes plans for development, and creates action plans for digital fundraising activities, and fully assumes their implementation
Ensures proper implementation of annual digital fundraising activities based on results analyses, with consideration of expected overall revenue and expenditures, including compliance with MSF and Korean practices and legal standards
Ensures transversal collaboration and support on digital activities within fundraising department and across MSFK as needed to maximize effectiveness of digital fundraising
Ensures precise campaign plans to reach the target audience through appropriate digital channels
Plans and Ensures the complementarity of the various acquisition activities to digital acquisition activities
Researches, proposes and implements new digital fundraising activities and technologies that will optimize KPIs related to fundraising plan and keep MSF Korea at the forefront of developments in digital fundraising, including risk assessment
In close collaboration with communications department proposes campaigns for generating new leads

2. Supervising implementation of plans
Supervises the schedule of implementation of all digital fundraising activities and ensures the complementarity to various acquisition activities
Manage and monitor the execution of digital fundraising budget to ensure that expenditures are in compliance with the allocated budget and in accordance with the plan of action and best practices
Manage relationships and contracting, and supervises the performance of external digital agencies
Supervises and contributes to the development of new digital content that is consistent with MSF international standards
Is responsible for the implementation of relevant eDM activities, including content, planning, and distribution
Strengthen digital channels related to lead nurturing and fundraising automation processes
Collaborates with communication department to coordinate brand awareness, editorial strategy, publishing schedules and fundraising efforts
Supervises the fundraising part of the web and ensures it is up to date, contains actual and relevant information including compliance with MSF and Korean practices and legal standards
3. Monitoring and Reporting
Provides a comprehensive monthly report to the Head of Digital including an in-depth analyses of digital fundraising activities and assess against goals (ROI and KPIs)
Monitors the performance of all digital fundraising campaigns and activities and provides updates and recommendations to the Head Of Digital in a timely manner
Monitors the performance of all digital fundraising activities that are in support of other Fundraising pillars and provides updates and recommendations to relevant managers in a timely manner
Monitors up-to-date digital best practices within the MSF movement, and in Korea and the wider industry and adopt/adjust MSF Korea practices accordingly
4. People management
Sets individual performance objectives, does performance appraisals, and ensures that staff is accountable to internal MSF K policy
Interviews, hires, trains and coach employees under his/her supervision
Ensures personal and professional development by proposing training when necessary
Provides mentorship to Digital fundraising team
Ensures that each member of the Digital fundraising team is tracking and monitoring results of individual caseload
Supervises and monitors the full completion of duties and determines priorities
5. Departmental and Other
As an active member participates in MSF relevant Working Group and attends the relevant working group meeting abroad when approved by Head of Digital
Provides constructive input to department related activities (e.g. team meetings, strategic planning, cross – departmental support activities)
Under the supervision of the Head of Digital, coordinates and works closely with MSFK’s Communications on digital needs

Minimum 5-year Experience in Performance Marketing in diverse media
Experience and successful delivery of a diverse range of digital marketing strategies and campaigns
Strong understanding of the digital marketing trends, SNS for business, web analytics and tools in Korea,
Demonstrable experience developing and implementing SEO/SEM, marketing database, email, social media and/or display advertising campaigns
Strong interpersonal, communication, negotiation and presentation skills

Digital Fundraising Officer (Replacement)
[PURPOSE OF THE POSITION]
Under the supervision of the Digital Fundraising Manager, the Digital Fundraising Officer (DFO) implements the action plan for digital donor acquisition and donor engagement through online channels in order to support the donor’s cultivation and retention rate. DFO monitors digital programs and performance with the guidance of the Digital Fundraising Manager.
Implement approved digital activities that will support and enhance MSFK fundraising targets
Monitor and report on the performance of digital programs and activities
Maintain policies pertaining to digital fundraising to comply with Korean law and codes

Digital Marketing Officer (New Position)
[PURPOSE OF THE POSITION]
Under the direction of the Head of Digital, Digital Marketing Officer will plan, develop, and implement digital activities on web, mobile, and other digital platforms. The position is primarily designed to support the recruitment of international aid workers (Field workers) and raise public awareness of MSF activities, via digital marketing activities (digital promotion, campaign advertisement and etc.) in Korea. Also, the position aims to enhance and strengthen the digital engagement & community management through various public engagement programs and online supporters programs. S/he will work in close collaboration with other departments in MSF Korea particularly Communications and HR Departments as well as external partners or agencies.
[MAIN DUTIES AND RESPONSIBILITIES]
1. Digital Content Development and Management
Plan, design, and execute FHR digital campaigns, including developing concept and content, designing the flow and the layout, managing the production process, and presenting on digital platforms.
Create and curate regular digital contents (articles, videos, advertisements etc.) related to field workers’ stories and Field Human Resources (hereafter FHR) recruitment for website and other online channels.
By participating in the field workers’ debriefings, create and disseminate original content online to increase the understanding of FHR of potential applicants• Produce and publish FHR promotion videos in collaboration with external vendors.
Establish and maintain an emailing platform to collect email addresses who are interested in working in field.
Create, develop, and distribute monthly FHR email newsletters.
Manage the communication with external vendors including, various digital medical platforms, digital marketing agencies, design agencies and video producers to collaborate on digital content production projects.
Process the billing and other administrative follow up with vendors related with his/her projects.
Maintain and update FHR landing page and FHR pages on MSF Korea website to ensure all the information is up to date and correct.
Propose and present the best format and design to present FHR related information on the website and other digital platforms.
Coordinate online promotions including implementing paid digital advertisements for FHR contents and recruitment events.
Actively propose and suggest innovative ways of FHR marketing and promotion to increase the number of potential applicants.

2. Digital Engagement & Community Management
In close communication with Public Engagement Coordinator in Communications Department, conduct promotions of public events on MSF Korea’s digital platforms.
Manage and develop landing pages of public events.
Create owned social media contents and run advertisements to boost participation to public engagement events and programs.
Coordinate and manage online supporters’ program with an aim to generate quality third-party online content.
Support promotion and on-site operation of Missing Maps (online public engagement program) and manage participants’ online community.
3. Digital Analytics
Work with other team members in the Digital Unit to monitor digital traffic and analytics, track metrics, and prepare analytics reports and recommendations.
Provide qualitative analysis to optimize digital channels and be able to translate data into clear, specific recommendations for non-IT/digital persons.
Present FHR digital marking results by conducting data analytics of different FHR digital advertisements, contents, and campaigns
Report KPI/Target achievements from public engagements and community management
4. Digital Platforms
Coordinate the architecture, functionality, maintenance, and improvement of the MSF Korea website and mobile site (www.msf.or.kr), including developing new landing pages for FHR, Public Engagement & Community Management
Support to plan and execute website renewal project when necessary.
Coordinate with IT vendor to address technical issues with the website such a fixing bugs and ensuring security of MSF Korea’s digital platforms and information; and maintaining functionality and support of Content Management System (CMS), including optimizing content updates and site administration (eg, user management, permissions, clean URLs).

Digital Communications Officer (New Position)
[PURPOSE OF THE POSITION]
Under the direction of the Head of Digital, the Digital Communications Officer will develop and implement MSF Korea’s overall digital presence and communications on web, mobile, social media, and other digital platforms in order to increase MSF’s visibility, acceptance, and leverage opportunities among the Korean public and target audiences. S/he works in close collaboration with external partners or agencies, as well as other staff in MSF Korea, including the Digital Fundraising Team and Content team.
[MAIN DUTIES AND RESPONSIBILITIES]
1. Online Awareness-Raising and Engagement
In close collaboration with Content team, curate and develop content (articles, photos, video, audio, graphics) for publication on MSF Korea’s digital platforms on a daily basis.
Develop and lead digital campaigns for awareness raising in collaboration with Communications Department.
Develop, execute and monitor digital advertising budget for awareness-raising campaigns.
Follow latest digital trends and identify digital companies, influencers, and innovators in Korea.
2. Social Media Channel & Content Management
Working with other team members in the digital Unit, maintain and develop MSF Korea’s digital platforms – web, mobile, and social media.
Increase MSF Korea’s social media followers & subscribers.
Develop & Manage Owned Social Media Channel Contents (Facebook, Instagram, Twitter, YouTube, LinkedIn & Blog)
Monitor online MSF mentions, discussions, and developments, and triage any digital communications emergencies.
Coordinate MSF Korea’s social media activities, in collaboration with other departments

3. Digital Platforms

Data Strategy Manager (New position)
[PURPOSE OF THE POSITION]
The primary purpose of the Data Strategy Manager is to ensure that the fundraising investments are effectively allocated and translate into high-quality income through a diversified market mix, including sources of substantial income and volume. This function generates and analyzes quantitative and qualitative, internal and external data relevant to fundraising, and transforms them into strategic information to support decision-making, data driven actions, tactics, and strategies aiming to constantly maximize MSF Korea’s private fundraising results and identify new opportunities as well as challenges. His/her critical thinking should challenge the directions and performances of the different fundraising campaigns; and encourage each fundraising pillar to make data driven decisions.
Develops and presents actionable insights, strategic recommendations and business intelligence from analytical output to support strategic decisions on investments and estimate revenue projections
Is responsible for building and continuously developing a reporting system (reports, budget, dashboards and KPIs) for the fundraising department, to track results and allow team members to access and visualize the data
Develops strategic analysis of developments of different donor portfolios and provides data-driven recommendations on the donor experience/journey

[MAIN DUTIES AND RESPONSIBILITIES]
1. Strategic Planning
In collaboration with the Fundraising Director and Fundraising Managers, develops actionable recommendations and business intelligence from analytical output to support strategic decisions on investments and the plan of actions
Develops a comprehensive annual budget system and planning (including the provision of the calculation bases) and 4-year fundraising projections (RSA)
Provides strategic advice to the fundraising team in the analysis/interpretation of metrics and special evaluations of the decision-making process and translates these to actionable advice backed up by data-driven measures
Pro-actively signals, advises, inspires and steers on donor insights the Fundraising Director and Managers based on the data analytics
Works with BI vendors for benchmark studies and participates in the strategic evaluation, post-processing and action plans derived from benchmark results
2. Reporting & Analysis
Is responsible for building and continuously developing a reporting system (reports and dashboards) for the Fundraising department as well as for the general direction
Makes strategic and deep analysis with a marketing and business vision by identifying possible flaws or trends
Works with the Fundraising Director and Managers to forecast the annual and monthly revenue based on historical data and action plans
Makes targeted and actual reconciliation of revenue and expenditure
Identifies causes for deviations and advises on the need for action
Illustrates data graphically and translates complex findings into written text, reports and presentations
Analyzes MSFK data and benchmark against the market and/or other MSF offices
Identifies opportunities for improvement of the MSF database to improve the quality of reports and analyses
3. Donor behavior
Develops and creates the donor profile analysis with the Fundraising Managers
Provides data-driven recommendations on the donor journey through analysis of revenue generating and retention activities
Creates a statistical model that forecasts discontinuation rates and trends and shares results with the Fundraising Managers
Proposes a customized and automated retention journey in line with donors’ interests and behavior to deepen our donors’ engagement
Identifies active mid-level donors for an upgrade through active data mining, rating and ranking
Supports Fundraising Managers to identify and qualify new prospects by research and analysis based on DB
4. Data processes and systems
Develops the BI structure of MSF Korea fundraising (including the definition of calculated fields required to ensure the correct link between the data warehouse and CRM)
Identifies opportunities to optimize data processing, automation and interpretation.
Conducts modeling with high accuracy and applicability to answer key business needs
Improves data segmentation and uses segments to maximize results
Develops strategic segmentation proposals and continuous optimization based on the analyzes
Leads and manages the end-to-end DB process related to campaigns according to the different needs per target segment: creation of the segments according to ad-hoc criteria, creation of statistically significant test groups, allocation of the various packages, generation of address files, tests
Leads and manages the end-to-end process for the rental of prospects lists for acquisition mailings: briefing of the consultant mandated for the purchase, selection and management of the supplier in charge of the data deduplication and supervision of the whole process
Optimizes data processes (incl. campaign management and marketing automation)
Collects, records and disseminates information relevant to MSF fundraising business
Identifies opportunities for improvement of the MSF database to improve the quality of reports and analyses
Be responsible for ensuring the accuracy of data and reports to meet high quality standards
Ensures that data stored in the systems are well protected, data privacy policy is being followed and improved security mechanism
5. People management
Sets individual performance objectives, does performance appraisals, and ensures that staff is accountable to MSFK internal policy
Interviews, hires, trains and coaches new employees under his/her supervision
Monitors if his/her performance is stable and find possible solutions when there is a problem
Ensures personal and professional development by proposing training when necessary
Provides mentorship to the team
Supervises and monitors the full completion of duties and determines priorities
6. Other
Proposes, manages and supports any BI related projects
Manages the demands in an appropriate manner, prioritizing properly and respecting the deadlines
Actively participates in the international data analysis working group
[QUALIFICATIONS AND JOB REQUIREMENTS]
Essential skills and experience
A college or university degree in Statistics, Mathematics, Economics or related fields
Minimum 5 years of relevant work experience in fundraising data analysis or business data analysis
Experience
Demonstrated proficiency with entire BI and stats tools and systems
Demonstrated proficiency with data modelling and segmentation
Demonstrated proficiency with reports and dashboards development
Must possess knowledge of direct marking and statistical principals as well as data management
Skills and competences

Advanced knowledge of database uploads and extractions, data manipulation, data modelling, segmentation and Business Intelligence tools (i.e. SQL, Excel Query, Tableau, Google Analytics and Microsoft Analysis Services)

HR Director (Replacement)
[PURPOSE OF THE POSITION]
With a mix of strategic and operational responsibilities, the Human Resources Director (HRD) focuses on leading, developing, reviewing, and implementing HR strategies to meet MSF Korea’s organizational objectives and actively contribute to the healthy development of MSF Korea by promoting an inclusive, diversified, respectful, and professional working environment.
The HRD is accountable for both Office Human Resources and Field Human Resources (Field aid workers as known as International mobile staff). The HRD designs the HR plan of action and the associated budgets and is responsible for its execution and performance. The HRD is a key facilitator and interlocutor on employee relations matters and complex case management. The HRD provides guidance and coaching to people managers and Management Team (MT) members on HR policies and practice and their interpretation/implementation abiding by the legal compliance and MSF Korea office’s working culture.
The HRD is a member of the MT and represents MSF Korea on MSF international platforms and is in regular contact with their counterparts for movement-wide HR issues, and OD counterparts on complex FHR case management as required.
