Update on Travel-Related Regulations for Long-Term Foreign Residents in Korea
On May 25, the Ministry of Justice (MOJ) announced that long-term foreign residents will need to obtain a re-entry permit before leaving the country, and a medical exam before returning, effective from June 1, 2020.
As soon as the announcement was made, ECCK with fellow foreign chambers in Korea addressed concerns of our members to the Korean government. As a result, the officials agreed to provide alternatives, and we are pleased to inform you that the MOJ has agreed to modify the new requirements as follows:
Korea will establish an on-line application system so that travelers can easily obtain re-entry permits by mid-June. Approval will be given within 15-30 minutes of application. (originally announced: All long-term stayers with Alien Registration who intend to re-enter Korea without a visa after leaving the country, are required to visit immigration offices (including airport and port offices) prior to departure from the ROK and apply for a Re-Entry Permit.)
Exemption of the medical certificate for those travelling on official purpose (business/investment, press, and academic/research) up to three weeks. The traveler needs to apply for the waiver from the Immigration Office in advance, prior to leaving Korea.(originally announced: Registered aliens seeking re-entry into the ROK after departure are required to undergo a medical examination related to COVID-19, 48 hours prior to the date of departure and present a medical certificate (diagnosis) detailing the results to re-enter the ROK. And those without a written diagnosis will be denied entry into the ROK.)
For non-official travel, one should still undergo a medical examination 2 (extendable up to 3) working days prior to departure for Korea.
**All returning long-term residents must still submit to a mandatory two-week quarantine.
ECCK will continue to monitor this issue and take necessary and appropriate action to protect the interests of our members.
