Yulchon LLC is pleased to announce the addition of several high-profile professionals with extensive public-sector experience, as part of the firm’s broader initiative to strengthen its government affairs, regulatory advisory, and policy-related service offerings. The new appointments include:
Nam Kwan CHO, former Deputy Prosecutor General of the Supreme Prosecutors’ Office, has joined Yulchon’s White Collar Crime team as a partner. Mr. Cho served as a prosecutor for 27 years and held key positions at the Presidential Office and the National Intelligence Service. He also served as Acting Prosecutor General in 2021. At Yulchon, he will advise clients on criminal investigations involving corporations and public institutions, with a focus on high-level regulatory and prosecutorial matters.
Sung Wook MOON, former Minister of Trade, Industry and Energy, has joined as a senior advisor to Yulchon’s International Trade & Industry team. Mr. Moon is widely recognized for his leadership and insight in shaping Korea’s industrial, trade, and energy policies at the national level. His previous roles include Vice Minister of Government Policy Coordination, Deputy Administrator of the Defense Acquisition Program Administration, and Vice Governor for Economic Affairs of Gyeongsangnam-do Province. His addition significantly enhances the firm’s ability to support clients navigating policy developments under the new administration.
Seong Ho CHOI, former Secretary General of the Board of Audit and Inspection of Korea (BAI), has joined as a senior advisor to the firm’s Tax Group. Over a career spanning more than 25 years at the BAI, Mr. Choi held numerous leadership roles including Director General of the Bureau of Audit on Strategic Issues, Special Investigation Bureau, and Social Welfare Audit Bureau, before serving as Secretary General. He also served as an Administrative Officer in the Office of the Senior Secretary to the President for Civil Affairs and as a specialist at the Presidential Commission on Policy Planning. His experience will bolster the firm’s advisory services in public sector oversight, audit response, and institutional compliance.
Yong Sun CHOI, former Deputy Director of the Institute for Democracy, joins as a senior policy advisor. The Institute for Democracy is the official think tank of Korea’s ruling Democratic Party, supporting its policy development and strategic initiatives. Mr. Choi’s career spans roles in the National Assembly, the Ministry of Unification, and the Presidential Office, where he served in various capacities including as senior administrative officer in the National Security Office and in the Office of State Affairs Monitoring. He also served as a non-executive director of Korea Plant Service & Engineering and most recently as Deputy Director of the Democratic Research Institute. He brings valuable experience in legislative affairs, inter-agency coordination, and policy development.

In particular, the firm’s International Trade & Industry Advisory Group, reorganized in 2025, now brings together experts in trade, tax, sanctions, and industrial regulation. Led by co-heads across multiple practice areas, the team includes former government officials from the Ministry of Trade, Industry and Energy, the Korea Trade Commission, and regulatory policy bodies, providing integrated advice on issues such as supply chain policy, economic sanctions, export control, and US trade regulations like the IRA, CHIPS Act, and One Big Beautiful Bill Act.
